Educational Biogas System
An Appropriate Renewable Source of Fuel

The main source of cooking energy in Baucau is wood, wood collected in the surroundings of the city, desertification and erosion happens in consequence of this harvest. Money is also spent to buy this wood in the local market. The other alternative is butane, but the cost of it is not affordable for the normal household, and every time it has to be refueled people need to go to Dili. Our purpose for building this Educational Biogas System (EBS) was to create a shared understanding of the basic concepts of biogas technology and to assess the viability of the use of this technology for the households in Timor Leste. The EBS is easy to be used to exemplify the processes happening for the production of biogas. Records are also easy to obtain, and this data can then be used for future programs. Biogas is a flammable gas produced by microorganisms when organic materials are fermented in a certain range of temperatures, moisture contents, and acidities, under airtight conditions. The main component of biogas is methane. Biogas is a form of biological energy that can be synthesised. In nature there are many raw materials from which biogas can be extracted: human and animal manure, leaves, twigs, grasses, stalks from crops, garbage, and also some agriculture and industrial waste whose organic content is greater than 2%. These materials can produce biogas when placed out of contact with air and disintegrated by micro-organisms. Biogas can then be used for cooking and lighting and in internal combustion engines. The success of the biogas programmes springs from the direct benefits it brings to the daily lives of poor households, most importantly cleaner kitchens and the reduction of indoor air pollution. Other benefits also include: money saving, time reduction in searching for fuel and hence more hours available for schooling, productive activities or to socialise. The residue, “bioslurry”, increases agricultural yields and reduces the use of chemical fertilizers and pesticides, therefore increasing income. Apart from the advantages for the household, the use of biogas also improves the quality of the local environment, such as the groundwater, soil and air. On a far broader scale, biogas use reduces greenhouse gas emissions, protects forests and stimulates private sector development. The interest from different people that visit our site has been a real reaffirmation of the potential that this kind of appropriate technology can have in the livelihoods of urban or rural household in Timor Leste. We always serve tea or local coffee made in our EBS, and with this kind of experiential learning people can see the outcomes of the entire process. The next steps will be, together with Permatil- Permacultura Timor Leste to implement a few of this EBS in their projects, and assess the viability of this model in the daily life of people in Timor Leste.

A ideia de criar um centro de aprendizagem em Baucau tem sido redefinida à medida que nos enraizamos no contexto de Timor.
Nos primeiros 3 meses temos mantido contacto com várias iniciativas locais activas em Baucau que recebem diáriamente grupos de jovens. Indo de encontro aos nossos objectivos e recursos, e priveligiando a construção e fortalecimento de redes locais e globais através do empowerment de iniciativas da comunidade, decidimos criar duas zonas demonstrativas de permacultura. Ambas as zonas estarão preparadas para receber grupos locais, servindo o mesmo propósito do centro de aprendizagem de proporcionar acções de sensibilização e programas de capacitação.
Demos já início à implementação da primeira zona. As primeiras visitas têm suscitado curiosidade e inspiração para planeamentos futuros.

Creating a learning center in Baucau is an idea that has been redefined throughout our engagement in the context of Timor.
In the first 3 months we have been in contact with several local initiatives in Baucau. Everyday they receive groups of youth. Considering our goals and resources we focused our priority on building and strengthening of local and global networks as well as on the empowerment of community initiatives. For that reason we decided to create two permaculture demonstrative sites. Those sites will be all set to receive local groups, serving the same purpose of the learning center – to provide awareness programs and capacity building trainings.
The implementation of one of the sites has already started. The first visits have been raising curiosity and inspiration for future planning.

Elos Clube de Macau

A constituição do Elos Clube de Macau foi oficialmente publicada no Boletim Oficial de Macau de 18 de Julho de 1989, e nos seus termos constituitivos se confessa “como movimento cultural de congregação de valores humanos para a boa compreensão entre os povos do mundo”; in http://elosmacau.org/. Insere-se num movimento internacional que teve início no Brasil.

O Elos Clube promove este projecto, emprestando todo o apoio logístico e administrativo necessário no território da RAEM. Apoiando este projecto, o Elos Clube de Macau contribui para a promoção do uso da língua portuguesa e para a intergração da cultura lusófona em Timor Leste.

The Macao Elos Club constitution was officially published in the bulletin of Macao in the 18th of July in 1989. It is part of an international movement that started in Brazil.

The Elos Club supports and promotes this initiative, handling the logistic and administrative tasks necessary for the development of this project in the Macao SAR. By supporting this project, The Macao Elos Club aims to contribute to the promotion of the use of Portuguese language and in the integration of Portuguese culture in East Timor.

Diocese de Baucau

A Igreja tem um papel bastante relevante na estrutura social de Timor, tendo em termos de prática institucional um estatuto respeitável e que se mantém até hoje praticamente intacto. A Diocese de Baucau é responsável pelo funcionamento de cerca de 113 escolas. A sua acção abrange 4 distritos onde estudam cerca de 47 mil alunos, 40 % dos quais frequentam escolas da Diocese.

Na chegada a Baucau fomos recebidos por um representante da Diocese, Dr. Henriques de Jesus, a quem apresentámos o projecto detalhadamente, seguindo-se uma reunião com Dom Basíilio do Nascimento, Bispo de Baucau, com a mesma finalidade.

Esta longa conversa, em que o interesse pelo acolhimento do projecto foi crescente, foi colmatada com a resolução de uma das necessidades mais prioritárias do projecto: a cedência do terreno. Além disso, garantiram dar-nos o apoio logístico necessário à nossa vinda e fazer os possíveis para cooperar em tudo o que lhes seja possível.

The Church has a very relevant position within East Timor’s social structure and shares a deep respect between themselves and the people of East Timor. The Baucau’s Diocese is responsible for the running of around 113 schools. Its remit includes 4 districts where around 47 000 students study, 40% of which attend the diocese’s schools.

Upon our arrival in Baucau we were welcomed by a Bishop’s representative, Dr. Henriques de Jesus, to whom we presented the project in detail, followed by a meeting with Dom Basíilio do Nascimento, Bishop of Baucau, with the same purpose.

After a long talk, interest in the project was increasing and led to the achievement of one of our primary necessities: the permission to use a Diocese’s piece of land. The logistic support needed for our return to Baucau’s for the implementation of the project was also granted, whereby they would also make everything within their reach accessible in order to cooperate with the project.

PERMATIL – Permacultura Timor Lorosa’e

A Permatil (Permacultura Timor Lorosa’e) é uma ONG local que trabalha rumo ao desenvolvimento sustentável em Timor Leste. O coordenador Ego Lemos participou na introdução da Permacultura em Timor no ano de 1999, juntamente com Steve Cran, o primeiro voluntário de Permacultura a trabalhar no território.

“Temos trabalhado desde então com agricultores, chefes de comunidades, cooperativas, funcionários do governo, ONGs e estudantes universitários, promovendo treino em Permacultura ou Desenvolvimento Sutentável”. (Ego Lemos in “a Permaculture Guidebook from East Timor”).

Vários encontros e reuniões na sede da Permatil, em Dili, fizeram nascer a vontade de cooperação entre ambas as partes na partilha de informação, fase de construção e dinamização do centro Raio de Sol, bem como na formação e envolvimento da comunidade, através da utilização do Tétum, (língua oficial de Timor Leste, assim como o Português) e em futuras acções.

Além da cooperação no decorrer do projecto, o autor do livro “A Permaculture Guidebook from East Timor”, Lachlan McKenzie, nomeou-nos responsáveis pela tradução desta obra para português, projecto esse que já está em curso. Neste momento existem já editadas as versões em inglês e em Tétum.

Permatil (Permacultura Timor Lorosa’e) is a local NGO that works for the sustainable development of East Timor. Its coordinator Ego Lemos had an important role in the introduction of Permaculture in East Timor in 1999 together with Steve Cran, one of the first Permaculture volunteers to work in East Timor. “We have been working, since then, with farmers, community leaders, cooperatives, government workers, NGO’s and university students, promoting training in Permaculture or Sustainable Development”. (Ego Lemos in “a Permaculture Guidebook from East Timor”).

Great levels of cooperation were generated by naTerra and Permatil. Permatil will be supporting this project from the building phase and bringing the Centre to life giving training and involvement of the community, through the use of Tetum, East Timor’s official language, in future actions.

Besides the cooperation for this present project, the author of the book “A Permaculture Guidebook from East Timor”, Lachlan McKenzie, nominated us responsible for the translation of this manual into Portuguese. At this moment, versions in English and Tétum were already edited and printed.

A realidade de Timor-Leste East Timor's Reality

Timor–Leste é uma das mais recentes nações do mundo. Quando alcançou a totalidade da sua independência, em Maio de 2002, maior parte dos seus recursos naturais e das suas raízes culturais tinham já desaparecido, "incluindo o conhecimento local sobre sistemas cooperativos, protecção dos solos, águas e florestas naturais, economização de sementes locais, uso de medicina tradicional, comida local e animais nativos. As consequências direccionam-se para o aumento da malnutrição e da pobreza", como referido por Ego Lemos no livro “A Permaculture Guidebook from East Timor”.

Foram várias as situações e os encontros que se cruzaram no nosso caminho e que nos permitiram avaliar a realidade de Timor-Leste nas áreas a que nos propomos intervir. Esta experiência veio clarificar os objectivos e prioridades a colocar na nossa acção e trazer solidez ás decisões de como e quando agir.

East Timor is one of the newest nations in the world. When it reached full independence, in May 2002, the majority of its natural resources and cultural roots had already started to get lost, “including the local knowledge about cooperative systems, soil preservation, water and natural forests, local seeds, traditional medicine uses, local food production and native animals. These factors drove the East-Timorese people to an increase in malnutrition and poverty”, as referred by Ego Lemos in thebook “A Permaculture Guidebook from East Timor”.

There were several situations and meetings that crossed our way that allowed us to assess the reality of East Timor in the fields we propose to act on. This experience brought clarity to the objectives and priorities of our actions and solidity to the decisions of how and when to act.

Os Primeiros Passos First Steps

O Pré-projecto

A primeira etapa foi o envio de um pré-projecto para um representante do Bispado de Baucau, com a finalidade de reunir os apoios necessários para uma melhor estruturação a nível logístico dos recursos necessários no território. Esse pré-projecto, após ter sido apresentado ao Sr. D. Basílio do Nascimento, Bispo de Baucau, teve um “feedback” positivo, em que nos foi disponibilizado o apoio necessário para a sua concretização, em paralelo com a sugestão de uma visita a terras timorenses onde se pudessem avaliar mais detalhadamente necessidades e recursos disponíveis.
Com a concretização deste primeiro objectivo, e seguindo esta sugestão, a equipa partiu então rumo a Timor no passado mês de Fevereiro, por um período de 20 dias, para uma fase de avaliação no terreno das reais necessidades e para estabelecer contactos pessoais com as entidades que poderão cooperar na concretização do projecto.

The Pre-project

The first stage was when we sent the pre-project to the representative of the Baucau’s Bishop, with the purpose of gathering the support needed at the resources and logistic level in Baucau. This pre-project had very positive feedback from Don Basílio de Nascimento, Bishop of Baucau, who gave us the support needed for the implementation of this project, as well as the suggestion of a visit to the lands of East Timor, where we could assess in more detail the needs and available resources. With this first goal achieved, and following his suggestion, the team travelled to East Timor in February this year, for a period of 20 days, for an assessment phase of the real necessities and to establish personal contacts with the entities that will be cooperating with the implementation of this project.
